In the Act passed 7th July, 1802, intituled "An Act to provide for the Administration of Justice in the district of Newcastle," already referred to, and quoted in this sketch, there is the following clause" "And be it further enacted, by the authority aforesaid, that a gaol and court-house for the district of Newcastle shall be erected and built in some fit and convenient place within the Town of Newcastle, in such manner, and under the same rules and regulations," &c. as provided by a former Act. The location of this original town of Newcastle was somewhat of a difficulty. Newcastle, in Clarke, could not be the place, and at Amherst (Cobourg), it was insisted the first gaol was built. Mr. Grover, registrar at Colborne, was the first to solve the difficulty, a plan of the original village, which was located at Presque Isle Point, being filed in his office. We find laid out on the plan plots for a prison, market, church, school, burying-ground, hospital, parsonage, &c. The names of the grantees of town lots, are Charles Selleck, one acre; Timothy Thompson, one acre; Thomas Ward, on acre; and Joseph Gibson, Charles Selleck and David McGregor Rogers, lots of one acre each. Streets are laid out, called Second street, Third street, Hospital street, Glebe street, &c.
