John "Jack" Kipling was born before 1907; " ... Jack was of Ojibway descent and the grandson Allan Luby was in our local paper tonite and is the outgoing chief of the Dalles First Nation reserve ... " per email from Marion Leroux, April 9, 2002. He "Larry henry elected as new Ochiichagwe'Babigo'Ining chief By Miner and News Staff - Larry Henry was elected the new chief of the Ochiichagwe'Babigo'Ining Ojibway Nation (Dalles First Nation) in the band's regular election Saturday. Henry was elected from a slate of four candidates including Joe Pete Seymour, Joe Sagutch and Verna Perrault. Daniel Strong, Susan Kabestra, Gabriel Henry and Fred Jamesen took the council positions. This is the first time four councillors were elected. In the past there were only two councillors. The new chief and councillors took office immediately and the chief expressed his desire to work with the former administration in a positive and progressive manner in a press release from the band office. "There are many projects, including healing, membership code, economic development and more that the community will continue to aggressively pursue," said Henry in the press release. Former chief, Allan Luby, declined his nomination for chief and expressed his support for the new chief and council. "We already have a meeting scheduled for Monday morning to begin working together to achieve the community's long-term goals," he said. The general band meeting and election was well attended with members travelling from as far away as Calgary and Toronto and attended by representatives of the governance office of Treaty 3. Ochiichagwe'Babigo'Ining has 306 members, 122 of them classified as on-reserve by Indian Affairs. "An effort to have all voting members attend is made by the community. Travel and lodging assistance was supplied to voters wishing to make the long journey to participate in the election," said Cyler Cotton, electoral officer. A Sacred Healing Ceremony honoured former chief Jerry Perrault for his contribution to the community during his over 15 years of service." article from The Daily Miner, April 9, 2002, pointed out to me on the web swite www.gokenora.com by Marion Leroux.
