He served as a justice of the peace and a commissioner of roads for the Newcastle District. Appointed Lieutenant of the County of Durham, he was also in command of the local militia. In 1810, he moved to York to live with his son, Dr. W.W. Baldwin, a successful lawyer and physician who became a leading political reformer.
