The engineer in charge of its construction was James Cull, grandfather of Mrs. H. T. Forward and Mrs. Peter Bristol of Napanee. The work was well done, but the cost exceeded the estimate, so that it was necessary to obtain a further grant of $12,000 from the government in order to complete it." from History of the County of Lennox & Addington by Walter S. When a select committee of the assembly recommended legislative union with Lower Canada, Cartwright proposed a set of resolutions designed to ensure English Canadian domination of any such arrangement. He believed that without these safeguards the British connection would be endangered. The terms of these resolutions, which became known as “the Cartwright conditions,” enabled a majority in the assembly to vote for union, on 30 March 1839. They were rejected, however, by the new governor-in-chief, Charles Edward Poulett Thomson (later Lord Sydenham) who demanded, and on 19 Dec. 1839 received, the assembly’s unconditional assent to union. Cartwright continued his effort to protect British institutions, and on 13 Jan. 1840 moved an address insisting on certain conditions. It was carried, and Thomson agreed, among other things, that English would be the only official language of record under the union." per Biography of John Solomon Cartwright, Dictionary of Canadian Biographies - http://www.biographi.ca/en/bio/cartwright_john_solomon_7E.html on 13 January 1840 at Toronto, York Co., Upper Canada.3 He lived on 22 September 1840 at Conc 2 Lot 98, Ameliasburgh Twp., Prince Edward Co., Upper Canada; Land Registry Records (B&S 3221) show that John S.      Hon. Richard Cartwright was born on 2 February 1759 at Albany, Abany Co., New York, U.S.A; per family tree of Donna Gagnon (The Cartwright Family Tree) on ancestry.ca, March 9, 2017.1 He lived in 1784 at Kingston, Frontenac Co., Upper Canada; "He spent 1778 and 1779 on military expeditions into northern New York and gained experience in military provisioning while making valuable commercial contacts. In May 1780 he left the military to enter a partnership with Robert Hamilton. The following year Hamilton and
Cartwright with the help of their principal suppliers, James MCGILL and Isaac TODD of Montreal – formed a partnership with John ASKIN of Detroit. All of these merchants were eager to tap not only the lucrative fur trade but also the supply of British garrisons. Cartwright’s movements for the next couple of years are difficult to trace, but
by 1783 he may have been looking after the firm’s operations in eastern Upper Canada from a store on Carleton Island (N.Y.) In 1784 the partnership with Askin was amicably dissolved, and that same year or perhaps in 1785 Cartwright moved from Carleton Island to Cataraqui on the mainland. Shortly after moving, Cartwright married a member of a well-known loyalist family, Magdalen Secord, sister in-law of Laura
[Ingersoll*]. She would provide her husband with eight children, unflagging devotion and love, and unquestioning support." per Biography of Richard Cartwright in Dictinary of Canadian BIOs - http://www.biographi.ca/en/bio/cartwright_richard_5E.html?print=1.2 He married Magdalen Secord, daughter of Lt. Richard Cartwright "Cartwright had learned early in his business career that diversification and flexibility were absolutely essential if a reasonable profit was to be earned. His general store in Kingston has been accurately described as “the most important business centre” in the community. He also owned a blacksmith’s shop and a cooper’s shop in Kingston. In 1792 he purchased the government mills Robert Clark* had built at Napanee – 25 miles west of Kingston – and immediately enlarged them to increase the production of flour. The flour produced at Napanee was of unusually fine quality and within a few years Cartwright was sending it to Niagara and to Montreal. At Napanee, moreover, he constructed a large “Shop,” a sawmill, a fulling-mill, a distillery, and a “tavern and other buildings.” In 1815 he estimated that, for the 1806 to 1814 period, the operations in Napanee had “produced a profit of £11,011-19-8 equal to £1376-10 per Annum.” According to Cartwright, “few if any mercantile houses in Kingston have done business
to equal advantage for the same time.” His profit from his Kingston businesses must have been at least as large as that from Napanee." per Biography of Richard Cartwright in Dictinary of Canadian BIOs - http://www.biographi.ca/en/bio/cartwright_richard_5E.html?print=1. in 1792 at Kingston, Frontenac Co., Upper Canada.1 He lived on 1 September 1797 at Conc 3 Lot 30, Hillier Twp., Prince Edward Co., Upper Canada; Land Registry Records (Patent) show that the Patent from the Crown for "all", Lot 30, Conc 3 Lakeside, Hillier Twp., Prince Edward Co. was granted to Hon.
